Level crossings

A staple of Japanese anime is the level crossing, its ubiquitousness almost at par with the utility poles and overhead wiring.
Does it have a deeper meaning? Is it a generic metaphor for the obstacles in the path of the protagonist? The anime equivalent of a caesura? A quantization of what would otherwise be continuous motion? Or just one of those Japanese fetishes?

From top to bottom: level crossings from "Bakemonogatari", "Toki o Kakeru Shoujo" and "Onegai ☆ Teacher".
